| Ashley W. Chen, President & CEO
As Founder of ActioNet, Ms. Chen has transformed the company from one person in 1998 to a dynamic information technology solutions provider specializing in high-quality services and support with over 140 technical staff. Today, Ms Chen:
- Oversees all day-to-day operations
- Provides strategic direction to marketing initiatives and company focus
- Establishes strategic partnerships with major prime contractors and leading industry vendors
- Actively participates in numerous professional organizations and local community groups
Ms. Chen was featured as a success story and selected as a panelist by the US Women’s Chamber of Commerce and AFCEA International in 2007 and by SBA and MBDA in 2005. Also in 2005, Ms. Chen was named one of the Powerful Women in Virginia Business by Virginia Business Magazine and was featured in the SBA News Release “The Watch”. In 2004, Ms. Chen was named the Minority Small Business Person of the Year by SBA’s Washington Metropolitan Area District Office, Asian Entrepreneur of the Year by Asian Enterprise Magazine and was featured in the Washington Times.
Ms. Chen holds Master of Science and Bachelor of Science degrees in Computer Science from Binghamton University, and the highest level certifications from both Microsoft and Novell. |

Jeffrey D. Abish, Executive Vice President
With ActioNet since 1998, Mr. Abish:
- Serves as Chief Technology Officer for ActioNet.
- Develops technical project plans and support for new contracts and subcontracts.
- Provides technical and Program Management oversight for several major contracts relating to IT Infrastructure, Security, and Training.
- Manages relationships and partnerships with IT vendors.
- Responsible for ensuring that ActioNet clients receive the best possible technical support from our organization.
Mr. Abish has over 20 years of technical and management experience in multiple IT disciplines. Mr. Abish holds Master of Science degrees in both Computer Science and Systems Science from Binghamton University and a Bachelor of Science degree from Cornell University. He also holds numerous technical certifications from both Microsoft and Novell. |

Michele E. Hoopes, Vice President & Chief Quality Officer (CQO)
With ActioNet since 2001, Ms. Hoopes:
- Responsible for implementing, managing, and communicating policy and procedures to ensure quality products and services are provided to ActioNet customers.
- Provides Program Oversight of the Software Development and Process Improvement contracts.
- Mentors ActioNet Project Managers towards the PMI Certification track.
- Chairs the ActioNet Process Enhancement Group (PEG).
- Manages ActioNet’s internal Process Improvement Efforts geared towards CMMI and ISO.
Ms. Hoopes has over 20 years of IT experience, 15 of which have been concentrated in Software Development and Project Management. She is a certified Project Management Professional (PMP) and holds a Bachelor of Science degree in Management Information Systems & Decision Sciences from George Mason University. Ms. Hoopes is also a certified Manager of Quality/Organizational Excellence (CMQ/OE) from the American Society for Quality (ASQ). |

Steven A. Crespy, Vice President & Chief Financial Officer
Joined ActioNet in 2008, Mr. Crespy:
- Serves as Vice President and CFO for ActioNet
- Manages the Accounting, Contracts and Treasury functions
- Responsible for ensuring financial and cost accounting compliance and managing financial risks
- Development and implementation of policies and procedures that support company operations along with the company’s short- and long-range goals, objectives and plans
Mr. Crespy has over 20 years of leadership and international experience in large company and start-up joint venture operations, and in leading business unit integration and restructurings to drive savings and increase operational efficiency. Prior to joining ActioNet, Steve served as Vice President of Finance & Business Operations at both TKC Communications and Data Systems & Solutions (DS&S), a joint venture company between Rolls-Royce PLC and Science Applications International Corporation (SAIC). He has managed departments and led internal teams responsible for finance, accounting, contracts, security, project control, bid and proposal, as well as quality and business improvement. Steve has also held executive positions with ICF Kaiser International and NVR L.P. He earned his Bachelor of Business Administration in Accounting from the University of Notre Dame. He lives in Vienna, VA with his wife Mary and their three children. In his spare time he enjoys playing and coaching ice hockey, and golf.
