The unrestricted, cost-plus-fixed-fee IDIQ carries a combined ceiling of $400 million across all awardees eligible to compete for task orders under the vehicle.

The contract’s ordering period runs for a five-year base period, from August 12, 2026 through August 11, 2031, with a two-year option period. Task orders issued under the C3 MAC will call on ActioNet’s expertise across the full lifecycle of cyberspace capability development, including:

  • Technology assessment, dev and transition
  • Requirements analysis
  • Systems engineering
  • Operational and technical support
  • Exercise and experimentation support
  • Software and hardware dev and prototyping
  • Modeling and simulation
  • Training support
  • Security engineering and cybersecurity

Classification levels from unclassified through TS/SCI supports NIWC Pacific’s mission as the Navy’s principal research, development, test and evaluation, and acquisition center for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) and cyberspace-enabling capabilities. The C3 vehicle gives NIWC Pacific a fast, competitive path to contractor support for Offensive Cyberspace Operations (OCO), Defensive Cyberspace Operations (DCO), and DoW Information Network (DOWIN) Operations across tactical, operational, and strategic levels.

“This award reflects ActioNet’s continued commitment to supporting the Navy’s cyberspace mission with the engineering depth and security rigor it demands.
